The Pet Food Institute (PFI) has joined a coalition of food, agriculture, ingredient, manufacturing and consumer products organisations urging US congressional leaders to establish a uniform national framework for food ingredient regulation.
In a letter addressed to congressional leaders, the coalition, including PFI, called for bipartisan food policy reforms that strengthen consumer confidence while preserving food affordability and maintaining a safe, reliable and secure national food supply. The organisations said consumers are seeking greater transparency about the foods they purchase and support science-based federal reforms that reinforce public trust.
For manufacturers, including petfood manufacturers, the proposal calls for a uniform national standard for ingredient review, use and labelling, while reaffirming the FDA’s role as the primary federal authority responsible for food ingredient safety and regulation. It also urged modernising the Generally Recognized as Safe (GRAS) framework and ensuring reforms remain science-based and uniformly implemented nationwide.
The coalition warned that a growing patchwork of state laws covering ingredient review, use, labelling and disclosure could create conflicting compliance obligations for manufacturers, retailers, distributors, farmers and food producers engaged in interstate commerce.
According to the letter, differing state policies could increase compliance costs, disrupt supply chains, create consumer confusion and raise food prices for American families. It also cited studies estimating that state ingredient disclosure mandates enacted in 2025 alone could increase annual grocery costs by as much as 12 percent.
